Maryland Actions

The Maryland Attorney General's Office is working hard to protect Maryland residents from the harmful actions of the Trump administration. Among other actions, Maryland – as lead plaintiff – is spearheading a coalition of 20 attorneys general in challenging unlawful mass layoffs of thousands of federal probationary employees, terminations that are draining state resources and threatening our economy. Maryland has also joined other multistate lawsuits to challenge the administration's harmful policies, including the dismantling of the Department of Education, freezes on essential federal funds and cuts to medical research, the unlawful acts of Elon Musk's so-called Department of Government Efficiency (DOGE), and President Trump's attempt to overturn the Fourteenth Amendment and end birthright citizenship. 

If the Trump administration continues to take actions that hurt our State and its residents, our Office will stand up for Marylanders and challenge those actions in court. 

Federal Workers

State of Maryland, et al. v. United States Department of Agriculture, et al. 
Lawsuit – Filed 3/6/2025 – United States District Court for District of Maryland
Our office is leading a coalition of 20 attorneys general in challenging the mass layoffs of federal probationary employees by numerous federal agencies. These mass firings are causing irreparable burdens and expenses on Maryland and the plaintiff states that joined our lawsuit. These states must now support large numbers of unemployed federal workers whose lives have been upended by the administration's unlawful actions.

State of California, et al. v. United States Department of Education, et al. 
Lawsuit – Filed 3/6/2025 – United States District Court for District of Massachusetts

This lawsuit challenges the Trump administration's unlawful halting of grant funding for K-12 teacher preparation programs that are designed to create a pipeline for teachers who serve rural and urban communities and fill harder-to-fill teacher positions like math and science.

Lawsuit – Filed 3/13/2025 – United States District Court for District of Massachusetts

Our office is suing the Trump administration to stop the dismantling of the Department of Education (ED). On March 11, the Trump administration announced that the ED would fire approximately 50 percent of its workforce as part of its goal of a “total shutdown." The lawsuit seeks to stop the targeted destruction of this critical federal agency that helps to protect the rights of Maryland students and their families and provides vital resources to educators and schools in Maryland.

Lawsuit – Filed 4/10/2025 – United States District Court for Southern District of New York

This lawsuit sues the Trump administration to restore Maryland's access to approximately $250 million in federal support from the Education Stabilization Fund, which Congress established to address the long-term effects of the COVID-19 pandemic on K-12 students.

In this lawsuit, our office is challenging the U.S. Department of Education's threat to withhold federal funding from state and local agencies that refuse to abandon lawful programs and policies that promote equal access to education in K-12 classrooms across the nation.

This lawsuit against the U.S. Department of Education and Education Secretary Linda McMahon was undertaken to stop unlawful cutting of congressionally approved funding for mental health programs in K-12 schools .​

Lawsuit – Filed 07/14/2025 – United States District Court for the District of Rhode Island

This lawsuit challenges the Trump administration's decision to freeze $6.8 billion in funding for six longstanding education programs just weeks before the school year begins, arguing the freeze violates federal statutes, budgeting laws, and constitutional separation of powers doctrine.

Birthright Citizenship

This lawsuit challenges the executive order effectively ending birthright citizenship.  This order violates fundamental and longstanding constitutional rights, to which all children born in the U.S. are entitled.

Federal Funding Freezes

State of New York, et al. v. Donald Trump, et al. 
Lawsuit – Filed 1/28/2025 – United States District Court for District of Rhode Island

Our office sued the Trump administration to stop the implementation of a new policy that seeks to freeze huge amounts of federal payments and grants, amounting to trillions of dollars in funding, on which every state in the country relies to provide essential services to millions of Americans.

Our office sued the Trump administration, the Department of Health and Human Services, and the National Institutes of Health for unlawfully cutting funds that support cutting-edge medical and public health research at universities and research institutions across the country.

Lawsuit – Filed 4/1/2025 – U.S. District Court for the District of Rhode Island

Our office filed suit to challenge the abrupt termination of $11 billion in federal public health funding by the U.S. Department of Health and Human Services to the plaintiff states.

The lawsuit challenges the Trump administration's unreasonable and intentional delays in reviewing National Institutes of Health grant applications, as well as its termination of hundreds of already-issued grants.

This lawsuit against Secretary Robert F. Kennedy Jr., the U.S. Department of Health and Human Services (HHS), and other Trump administration officials was undertaken to stop the dismantling of HHS and the harm that dismantling will cause across the entire healthcare system.

Our office is suing the Trump administration to stop its illegal attempts to cut critical National Science Foundation (NSF) programs and funding that help maintain the United States' position as a global leader in science, technology, engineering, and math (STEM).

Lawsuit - Filed 6/24/2025 - United States District Court for the District of Massachusetts

This lawsuit challenges the Trump administration's unlawful attempts to invoke a single provision buried in the federal regulations to strip away billions of dollars in critical federal funding for combating violent crime, educating students, protecting clean drinking water, conducting lifesaving medical and scientific research, safeguarding public health, addressing food insecurity, and much more. 

LGTBQIA+ Issues

PFLAG, Inc., et al. v. Donald Trump, et al. 
Maryland-led Amicus Brief – Filed 2/21/2025 – United States District Court for District of Maryland

On February 4, 2025, PFLAG challenged President Trump's Executive Orders 14168 and 14187, which target transgender individuals by stating that gender identity was a “false" idea and by attempting to strip federal funding from institutions that provide life-saving gender affirming care for young people under the age of 19. Our office co-led an amicus (friend-of-the-court) brief in support of the plaintiffs, demonstrating that this action blatantly and unlawfully discriminates against transgender youth.

Lawsuit – Filed 08/01/2025 – United States District Court for District of Massachusetts

Our office has sued President Trump over his administration’s efforts to restrict access to necessary healthcare for transgender, intersex, and nonbinary youth, specifically aimed at recent federal actions aimed at deterring healthcare providers from offering medically appropriate care to individuals under age 19, even in states like Maryland where such care is legal and protected.


DOGE

State of New York, et al. v. Donald Trump, et al.  
Lawsuit – Filed 2/7/2025 – United States District Court for District of New York

This lawsuit claims that the Trump administration illegally provided Elon Musk and the so-called “Department of Government Efficiency (DOGE)" unauthorized access to the Treasury Department's central payment system, and therefore to Americans' most sensitive personal information, including bank account details and Social Security numbers.

Lawsuit – Filed 2/13/2025 – United States District Court for District of Columbia

This lawsuit argues that President Trump has violated the Appointments Clause of the United States Constitution by creating a new federal department without Congressional approval and by granting Elon Musk sweeping powers over the entire federal government without seeking the advice and consent of the Senate. 

State of Rhode Island, et al. v. Donald Trump, et al.
Lawsuit – Filed 4/4/2025 – United States District Court for District of Rhode Island

Our office has sued the Trump administration to stop the unauthorized dismantling of three federal agencies:  The Institute of Museum and Library Services (which provides millions of dollars to museums, libraries, and universities nationwide), the Minority Business Development Agency (which promotes the growth and inclusion of small businesses in historically underserved communities), and the Federal Mediation and Conciliation Service (which facilitates the peaceful resolution of labor disputes).

Lawsuit Filed 4/29/2025 – United States District Court for District of Maryland

This lawsuit challenges the Trump administration's attempt to dismantle AmeriCorps, an independent federal agency that engages Americans in meaningful community-based service and provides opportunities for more than 200,000 Americans to serve their communities every year, by abruptly reducing the agency's workforce by nearly 90%, cancelling its contracts, and closing $400 million worth of AmeriCorps-supported programs.

Lawsuit – Filed 4/3/2025 – United States District Court for District of Massachusetts

This lawsuit against President Trump, U.S. Attorney General Pam Bondi, the federal Election Assistance Commission, and other administration officials argues that Trump's Executive Order No. 14248 (the Elections Executive Order) is an unconstitutional attempt to impose sweeping voting restrictions across the country.

Environment

Our office has sued President Trump over its unlawful attempt to freeze the development of wind energy, harming Maryland's efforts to secure reliable, diversified, and affordable sources of energy to meet increasing demand for electricity and help reduce emissions of harmful air pollutants, meet clean energy goals, and address climate change.

This lawsuit was filed to stop the Trump administration from illegally terminating billions in congressionally approved funding for electric vehicle infrastructure.

This lawsuit was filed to stop the Trump administration's use of emergency authorities to override environmental protections in order to permit energy projects.

State of Washington, et al. v. Federal Emergency Management Agency, et al.​  

Lawsuit – Filed 07/16/2025 – United States District Court for the Western District of Washington

This lawsuit is challenging the Trump administration's decision to illegally shut down FEMA’s Building Resilient Infrastructure and Communities (BRIC) program, designed to protect communities from natural disasters before they strike. The plaintiffs argue that this decision violates Congressional direction to fund pre-disaster mitigation projects, violates the Administrative Procedure Act, and was unlawfully executed by an unconfirmed FEMA Administrator.​​

This lawsuit against the United States Department of Energy was filed to block that agency from imposing a new funding cap that cuts support for vital state-run clean energy and energy efficiency programs.

These two lawsuits were filed against the Trump administration for attempting to illegally coerce their states into sweeping immigration enforcement by threatening to withhold billions in federal funding for emergency services and transportation infrastructure.

Lawsuit – Filed 07/01/2025 – United States District Court for the Northern District of California

This lawsuit was filed against the U.S. Department of Health and Human Services (HHS) and its Secretary, and the U.S. Department of Homeland Sec​urity (DHS) and its Secretary challenging the U.S. Department of Health and Human Services' (HHS) decision to provide unfettered access to individual personal health data to the Department of Homeland Security (DHS), which houses Immigration and Customs Enforcement (ICE).

Lawsuit – Filed 07/28/2025 – United States District Court for the Northern District of California

A coalition of attorneys general and the Governor of Kentucky is challenging USDA’s unprecedented demand that states turn over sensitive personal information about millions of SNAP recipients, arguing the demands violate federal privacy laws and the Constitution as part of a coordinated effort to collect personal data to be used to advance President Trump’s agenda, including mass deportation.​​

Healthcare

State of California, et al., v. Robert Kennedy Jr., et al. 
Lawsuit – Filed 07/17/2025 – United States District Court for the District of Massachusetts

This lawsuit challenges an HHS/CMS final rule that creates barriers to obtaining healthcare coverage under the Affordable Care Act, with Trump administration estimates showing up to 1.8 million people will lose health insurance, Further, the rule will exclude gender-affirming care as an essential health benefit.​

Lawsuit – Filed 07/21/2025 – United States District Court for the District of Rhode Island

In this lawsuit, the OAG is challenging federal restrictions on public benefits that are prohibiting state safety net programs from serving all residents regardless of immigration status and threatening access to critical services like Head Start, Title X family planning, adult education, mental health care, and Community Health Centers.​

United States District Court for the District of Massachusetts) – This lawsuit challenges provisions in the Trump administration’s “Big Beautiful Bill” that block federal Medicaid funding for Planned Parenthood health centers, arguing the restrictions violate the Spending Clause of the Constitution.​

Public Safety

Lawsuit – Filed 06/09/2025 – United States District Court for the District of Maryland

This lawsuit sues the Trump administration, and, in particular, the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), over its official plans to distribute thousands of machinegun conversion devices (MCD) to communities across the United States.

Lawsuit – Filed 10/01/2025 – United States District Court for the District of Rhode Island

This lawsuit challenges a rule barring states from using Victims of Crime Act (VOCA), Byrne Justice Assistance Grants (Byrne JAG), and Violence Against Women Act (VAWA) grant funds to provide certain legal services to undocumented immigrants, or other individuals who cannot prove their immigration status. ​

State of New Jersey, et al. v. U.S. Department of Justice, et al.  
Lawsuit – Filed 08/18/2025 – United States District Court for District of Rhode Island

In this lawsuit, our office sued the Trump administration over the illegal imposition of conditions on Congressionally authorized Victims of Crime Act grants. The administration, disregarding the clear letter of the law and intent of Congress, has declared that states will be unable to access these funds – used to support victims and survivors of crimes – unless they agree to support the Trump administration’s extreme immigration enforcement efforts. ​
