Decedent and Officers Identified in Fatal Officer-Involved Shooting in Salisbury

BALTIMORE, MD – The Independent Investigations Division (IID) of the Maryland Office of the Attorney General has identified the decedent and the Salisbury Police Department (SPD) officers involved in the fatal officer-involved shooting that occurred on Sunday, November 2, 2025, in Salisbury, Wicomico County, Maryland.  

The decedent is identified as 40-year-old David Evans of Salisbury, Maryland. 

The involved SPD officers are Police Officer First Class Chase Ryan, 2 years of service; Police Officer First Class Orlando Thiess, 4 years of service; and Police Officer First Class Sean Kassouf, 7 years of service. All officers are assigned to the Patrol Division.
