Independent Investigations Division Investigating Fatal Police-Involved In-Custody Death in the City of Baltimore

BALTIMORE, MD – The Independent Investigations Division (IID) of the Maryland Office of the Attorney General is investigating a police-involved in-custody death that occurred on Tuesday, June 24, 2025, in the city of Baltimore, Maryland. 

The preliminary investigation revealed that on Tuesday, June 24, 2025, at approximately 9:40 p.m., an adult man, approached a Baltimore Police Department (BPD) officer who was stopped at a traffic light in a marked police cruiser at the intersection of West Franklin Street and North Franklintown Road. The man appeared to be suffering from a mental health crisis and while the officer was speaking to the man, the man walked into the middle of the roadway several times. The officer attempted to restrain the man for the man’s own safety, and when other BPD officers arrived on scene, officers placed the man in handcuffs and leg restraints. The officers called for emergency medical services to respond. While in restraints and awaiting medical assistance, the man became unresponsive. At approximately 10:30 p.m., EMS had not arrived on scene and officers transported the man to an area hospital in a police cruiser. On June 25, 2025, shortly after 3:00 a.m., the man was pronounced dead.

The IID will generally release the name of the decedent and involved officers within two business days of the incident, pursuant to IID protocol. In this case, the IID will delay releasing the names while they gather and review evidence to determine the involved law enforcement officers. The IID will identify the decedent when the names of the officers are released. 

The officers on scene were equipped with body-worn cameras which recorded the incident. The video will be released in accordance with BPD and IID policies.

Pursuant to Maryland law, the OAG is required to investigate all police-involved fatalities in the State of Maryland. The OAG and BPD have reached an agreement to allow for the Attorney General’s investigation while still allowing BPD to meet the investigatory obligations of its federal consent decree.
