Independent Investigations Division Investigating a Fatal Officer-Involved Shooting in the City of Baltimore

BALTIMORE, MD – The Independent Investigations Division (IID) of the Maryland Office of the Attorney General (OAG) is investigating a fatal officer-involved shooting that occurred on Wednesday, June 25, 2025, in the city of Baltimore, Maryland.  

The preliminary investigation revealed that on Wednesday, June 25, 2025, at approximately 1:35 p.m., Baltimore Police Department (BPD) officers responded to a 911 call for a check on welfare and a second 911 call for a woman attempting to stab the caller at a home in the 2700 block of Mosher Street. The officers entered the home and encountered the sole occupant of the house, an adult woman, holding a knife, and she appeared to be suffering from a mental health crisis. Officers issued multiple verbal commands instructing the woman to drop the weapon, but the woman did not comply. One officer deployed a Taser. The woman immediately stood up after the Taser deployment, the officer began to retreat, tripped over a piece of furniture, and fell to the ground. The woman then quickly advanced toward the officer on the ground while still armed with the knife. At this point, a second officer discharged their firearm, which struck the woman, and a third officer deployed their Taser. Officers rendered aid to the woman until emergency medical services arrived and took over care. The woman was transported to a nearby hospital, where she was pronounced dead a short time later. One officer, who was injured during the incident, was taken to a local hospital, treated, and subsequently released.

The IID will generally release the name of the decedent and the names of the involved officers within two business days of the incident. However, that period may be extended, if necessary, according to the IID protocol.  

The officers on scene were equipped with body-worn cameras, which recorded the incident. The video will be released in accordance with BPD and IID policies.

Pursuant to Maryland law, the OAG is required to investigate all police-involved fatalities in the State of Maryland. The OAG and BPD have reached an agreement to allow for the Attorney General’s investigation while still allowing BPD to meet the investigatory obligations of its federal consent decree.
