DESCRIPTION: The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State’s legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other statutorily assigned matters. As Maryland’s 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness.

The Office of the Attorney General is seeking an exceptional attorney to lead one of its most consequential and high-profile divisions: the Independent Investigations Division (IID). This is a rare opportunity to shape the future of public safety and accountability in Maryland.

The OAG is guided by a deep commitment to equity, justice, and fairness. The IID embodies these values, serving as an independent and trusted body responsible for investigating and prosecuting officer-involved fatalities across the state.

The Independent Investigations Division investigates all law enforcement involved deaths in Maryland and, when appropriate, prosecutes officers involved in those deaths. In those cases where prosecution is not appropriate, IID publishes a detailed report of its findings. The work of IID is essential to support trust and legitimacy in law enforcement and promote public safety.

The Division Chief leads a dedicated team of attorneys, investigators, and other professional staff, each committed to delivering justice with integrity and care.

The role requires a skilled criminal trial lawyer and leader who brings vision and integrity to the work—someone who can implement and refine best practices in the handling of these complex and sensitive cases. The Chief will be expected to investigate and litigate cases as well as supervise the Division’s caseload. In addition, the Chief will serve as a key advisor to the Attorney General on matters of statewide importance. The position also calls for someone who can build bridges across diverse communities, engaging meaningfully with law enforcement agencies, advocacy groups, families, and the public to foster trust and transparency.

Equally important is the ability to lead and mentor a team of professionals who are committed to excellence in the service of justice. The role demands sound legal judgment, exemplary prosecutorial skills, exceptional leadership, and the courage to navigate complex terrain where the stakes are always high and the public’s trust is hard-won.

EXPERIENCE: Candidates for this role should bring at least ten years of experience in criminal prosecution or defense, with a strong background in law enforcement investigations, public corruption, homicide, or white-collar crime. The ideal candidate will demonstrate exceptional legal writing skills, a history of leading complex criminal trials, and a proven ability to manage and inspire legal teams. Strategic thinking, the ability to lead, train, and develop subordinates, cultural competence, and a deep, demonstrated commitment to justice are essential. This is a role for someone who understands that justice is not just a principle, it is a practice that must be upheld in every decision and every action. The position requires flexibility, including occasional evening and weekend work, as well as travel throughout Maryland. Admission to the Maryland Bar, or eligibility to waive in, is required.

SUBMISSION: Interested persons must submit a cover letter, resume and original writing sample via email to: Deputy Attorney General, Carrie Williams via Chinequa Powell at [email protected]. Please write “Division Chief- IID” in the subject of the email.

EMPLOYMENT BENEFITS: The successful candidate will be eligible for subsidized health benefits (medical, prescription, dental and vision coverage) and life insurance; leave, including annual (vacation), personal, sick, and paid parental leave; and will be eligible for participation in a contributory defined benefit pension plan in which they are vested after ten years. State employees are eligible to participate in two supplemental retirement plans: the 457 Deferred Compensation Plan and the 401(k) Savings and Investment Plan. The State also offers a free mass transit benefit for local bus and express bus services.

EQUAL OPPORTUNITY EMPLOYER: The OAG is an equal opportunity employer that encourages all interested persons to apply regardless of race, color, religion or belief, ancestry, national origin, age, marital status, sexual orientation, gender identity and/or expression, disability, pregnancy, family or parental status, veteran status, genetic information, or any protected category prohibited by local, state or federal laws.

COMMITMENT TO DIVERSITY, EQUITY, INCLUSION, AND BELONGING: The Office of the Attorney General views equity, diversity, inclusion, and belonging as the pathway to achieving professional excellence and fostering and maintaining a culture where every employee can thrive. We strive to create a community that draws upon the best pool of talent to unify excellence and diversity while fully embracing individuals from varied backgrounds, cultures, races, identities, life experiences, perspectives, beliefs, and values. We honor, respect, and celebrate all differences, both visible and invisible, and are committed to recruiting, retaining, and promoting individuals who have historically been underrepresented in the practice of law and professional careers
