BALTIMORE, MD – Today, Attorney General Anthony G. Brown announced his decision not to seek charges in the June 9, 2026 fatal police-involved collision that occurred in Belcamp, Harford County, Maryland. An investigation by the Office of the Attorney General found that the subject officer did not commit a crime under Maryland law.

On Tuesday, June 9, 2026, at approximately 3:24 p.m., Senior Deputy Allen Jennings of the Harford County Sheriff’s Office (HCSO) activated the emergency lights and siren of his marked patrol vehicle in an attempt to conduct a traffic stop on a Buick sedan near the intersection of eastbound U.S. Route 40 and Otter Point Road. The driver of the Buick, later identified as Tremayne Murphy, initially braked and slowed, giving the appearance that he was preparing to stop. However, Murphy did not stop; instead, he accelerated and began weaving through traffic. Deputy Jennings notified dispatch that he was initiating a pursuit.

The pursuit lasted less than one minute and covered approximately 1.5 miles eastbound on U.S. Route 40. Murphy drove through a red light at the intersection of U.S. Route 40 and Riverside Parkway, colliding with a civilian vehicle. The initial collision impacted other uninvolved vehicles nearby. Dashboard camera footage shows the Buick ignited immediately following the crash. By the time Deputy Jennings reached the scene, the vehicle was fully engulfed in flames. Deputies on scene attempted to extinguish the fire using portable fire extinguishers but were unsuccessful. Deputy Jennings and other responding deputies began evacuating uninvolved civilians from the crash area. Firefighters arrived shortly thereafter. They extinguished the flames and removed Murphy from the vehicle. Murphy was pronounced dead at the scene. No officers were injured during the incident.

The Attorney General’s Independent Investigations Division (IID) began investigating the fatal police-involved collision on Tuesday, June 9, 2026, and concluded its investigation on September 23, 2026. After completing its investigation and evaluating all the available evidence, the Office of the Attorney General has determined that the subject officer did not commit a crime under Maryland law. Accordingly, the Attorney General has declined to prosecute the subject officer in this case.

A copy of the IID’s detailed investigative findings and analysis of relevant legal issues can be found in its declination report.
