About the Office of the Attorney General

As the Chief Legal Officer for the State of Maryland, the Attorney General is elected by the citizens of Maryland to supervise and direct the legal business of the State. Under the Attorney General’s leadership, the Assistant Attorneys General and professional staff who comprise the Office of the Attorney General work together to advise and represent the State, its institutions, agencies, boards, commissions, and officials. The Attorney General also enforces and upholds the rule of law, using the authority of the Office to protect Marylanders and promote the public good. The Office is organized into Central Divisions and Agency Client Units.

Central Divisions
Executive Division
| Comprises the leadership of the Office of the Attorney General. The division manages legal services, counsel to the Attorney General and the office, strategic initiatives, legislative affairs, outreach and education.
The Executive Division also manages operational functions for the office, including budget, administrative functions, communications, professional and organizational development, human resources, performance management, and information technology.

Antitrust Division
| Enforces fair competition in Maryland by challenging anticompetitive business practices that harm consumers and businesses.
|
Civil Litigation Division | Responsible for representing the state, its agencies, and officials in a wide range of civil legal matters, including defending against lawsuits, initiating actions to enforce state laws, and managing complex litigation such as correctional, contract, tort, and federal accountability cases.

Civil Rights Division
| Protects Marylanders from discrimination through education, complaint investigation, and enforcement actions.
|
Consumer Protection Division
| Safeguards consumers by mediating complaints against businesses, prosecuting unfair and deceptive trade practices, registering health clubs and home builders, enforcing automobile warranty and repair laws, investigating price gouging, and providing comprehensive consumer education resources to help Marylanders make informed purchasing decisions. The Consumer Protection has several units, including:

Criminal Appeals Division
| Represents the State in all criminal appeals before state and federal appellate courts.

Criminal Division
| Investigates and prosecutes complex criminal activity, including white-collar crime, fraud, corruption, and environmental and natural resources crime.

Independent Investigations Division
| Investigates and prosecutes all police-involved fatalities and critical injures to ensure transparent and impartial review.
|
Medicaid Fraud and Vulnerable Victims Unit
| Combats healthcare provider fraud, waste, and abuse in Maryland's Medicaid program.
|
Office of the Solicitor General
| Handles the State's most significant appellate cases and develops legal policy positions.
|
Opinions and Advice Division
| Issues formal legal opinions interpreting Maryland law for state and local government officials.
|
People’s Insurance Counsel
| Advocates for consumers in proceedings involving homeowners and medical malpractice insurance.
|
Securities Division
| Protects investors by enforcing securities laws, registering securities offerings, combating investment fraud, and educating investors.
|
Tobacco Enforcement Unit
| Enforces the Master Settlement Agreement and related tobacco laws to protect public health.
