Attorney General Brown Announces That No Charges Will Be Filed in the August 5, 2024 Fatal Officer-Involved Shooting in the City of Baltimore

BALTIMORE, MD – Today, Attorney General Anthony G. Brown announced his decision not to seek charges in the Monday, August 5, 2024, fatal officer-involved shooting in the city of Baltimore, Maryland.  

On Monday, August 5, 2024, at approximately 9:12 p.m., officers with the Baltimore City Police Department (BPD) in unmarked BPD vehicles were on routine patrol in the area of North Stricker Street and West Fayette Street. The subject officers, Detectives Devon Lomax, Shariff Kellogg, and Thomas Smith, encountered a group of individuals, including a juvenile male standing in front of a home on North Stricker Street. As one officer exited his vehicle to approach the group, they began dispersing in different directions. While observing the individuals, the officer noticed one juvenile touching his waistband, raising concerns that he might be armed. When the juvenile fled, the officer pursued him, initiating a foot chase. Meanwhile, other officers in their BPD vehicles maneuvered to intercept the fleeing juvenile. After circling the block, the juvenile ran back onto North Stricker Street, where the juvenile could be seen holding a firearm. Detective Lomax exited his vehicle and grabbed the juvenile’s arm. At this point Detective Kellogg and Detective Smith had positioned themselves ahead of the juvenile and Detective Lomax. The juvenile broke free from Detective Lomax’s grasp and, in doing so, raised a firearm in the direction of Detectives Kellogg and Smith. Detectives Kellogg and Smith both gave verbal commands to get on the ground. The juvenile did not comply with verbal commands and the Detectives Kellogg, Smith, and Lomax fired their service weapons striking the juvenile multiple times. Officers immediately rendered aid to the juvenile until emergency medical services arrived. The juvenile was pronounced dead on scene. No officers were injured during the incident. 

The Attorney General’s Independent Investigations Division (IID) began investigating the fatal officer-involved shooting on Monday, August 5, 2024, and concluded its investigation on June 5, 2025. After completing its investigation and evaluating all the available evidence, the Office of the Attorney General has determined that none of the officers involved in the fatal shooting committed a crime under Maryland law. Accordingly, the Attorney General has declined to prosecute any of the officers in this case.
