BALTIMORE, MD (September 22, 2025) – Today, Attorney General Anthony G. Brown announced his decision not to seek charges in the Monday, May 12, 2025 officer-involved shooting death that occurred in the City of Baltimore, Maryland.
On Monday, May 12, 2025, at approximately 1:25 p.m., Baltimore Police Department (BPD) officers encountered a man, later identified as Jai Marc Howell, in the 4600 block of York Road. As officers approached, Howell fled on foot, prompting a foot pursuit. During the chase, Howell produced a gun. Officers issued multiple verbal commands instructing Howell to drop the weapon, but Howell did not comply. Howell then fired his weapon at officers twice and officers returned fire, striking Howell. The officers rendered medical aid and requested emergency medical services (EMS). EMS personnel arrived on scene, took over care, and transported Howell to an area hospital where he was pronounced dead a short time later. No officers were injured during the incident.
The Attorney General’s Independent Investigations Division (IID) began investigating the officer-involved shooting death on Monday, May 12, 2025, and concluded its investigation on Monday, September 15, 2025. After completing its investigation and evaluating all the available evidence, the Office of the Attorney General has determined that the subject officers did not commit a crime under Maryland law. Accordingly, the Attorney General has declined to prosecute any of the officers in this case.
