Attorney General Brown Announces That No Charges Will Be Filed in the November 30, 2024 Fatal Officer-Involved Shooting in Howard County

BALTIMORE, MD Today, Attorney General Anthony G. Brown announced his decision not to seek charges in the Saturday, November 30, 2024 fatal officer-involved shooting involving the Howard County Police Department (HCPD) in Laurel, Howard County, Maryland.    

   

On Saturday, November 30, 2024, at approximately 3:20 p.m., HCPD officers responded to the 10000 block of American Pharaoh Lane following a 911 call reporting a domestic disturbance. The caller reported that a man, later identified as 29-year-old Tyree Winslow, was attempting to forcibly enter a residence by discharging a shotgun at the front door. Winslow ultimately gained entry into the home through a first-floor window. While on scene, officers observed Winslow in an upstairs window and issued multiple commands for him to show his hands, but Winslow did not comply. An exchange of gunfire occurred between him and the two responding officers. HCPD’s tactical team responded and established a barricade. After several hours without contact or response from Winslow, officers entered the residence and found him unresponsive, suffering from apparent gunshot wounds. He was pronounced dead on the scene. Due to the severity of his injuries, no lifesaving measures were administered. Investigation revealed that the fatal gunshot wound was self-inflicted. Several firearms were recovered near Winslow. No other individuals were injured during the incident.  

 

The Attorney General’s Independent Investigations Division (IID) began investigating the fatal officer-involved shooting on Saturday, November 30, 2024, and concluded its investigation on Friday, August 8, 2025. After completing its investigation and evaluating all the available evidence, the Office of the Attorney General has determined that none of the officers involved in the fatal officer-involved shooting committed a crime under Maryland law. Accordingly, the Attorney General has declined to prosecute any of the officers in this case.
