Decedent and Officers Identified in Fatal Officer-Involved Shooting in the City of Baltimore

BALTIMORE, MD – The Independent Investigations Division (IID) of the Maryland Office of the Attorney General has identified the decedent and the Baltimore Police Department (BPD) officers involved in the fatal officer-involved shooting that occurred on Tuesday, June 17, 2025, in the City of Baltimore, Maryland. 

The decedent is identified as 36-year-old Bilal Yusuf-Muhammad Abdullah, Jr. of Baltimore, Maryland. 

The involved officers are identified as BPD Detective Devin Yancy, an 8-year veteran of the department; Detective Omar Rodriguez, a 6-year veteran of the department, both assigned to the Group Violence Unit; and Officer Ashley Negron, a 7-year veteran of the department, assigned to the Patrol Division.
