BALTIMORE, MD – Attorney General Anthony G. Brown today announced that a Baltimore City grand jury has indicted Daquan Dwight Thomas, 39, of Owings Mills, the owner and operator of Aim to Inspire Care Forever, for operating an assisted living program without a license. Operating an unlicensed assisted living program is a felony under Maryland law.
According to charging documents, in January 2025, Thomas applied to the Maryland Department of Health’s Office of Health Care Quality (OHCQ) for a license to operate an assisted living program in the city of Baltimore, Maryland. OHCQ denied the application in January 2026. On March 30, 2026, state and city agencies conducted a joint visit to the Aim to Inspire Care Forever property and found residents living there who required the level of care an assisted living program provides. The Baltimore City Fire Marshal determined that the property was unsafe to occupy, and all residents were relocated to hospitals or licensed assisted living facilities.
If convicted, Thomas faces up to five years in prison and a fine of up to $10,000 for these charges.
A criminal indictment is merely an accusation of wrongdoing, and a defendant is presumed innocent until the State proves the defendant guilty beyond a reasonable doubt.
This case was investigated by the Medicaid Fraud and Vulnerable Victims Unit (MFVVU) of the Attorney General’s Office. Attorney General Brown thanked MFVVU Director Zak Shirley, Assistant Attorney General Callie L. Smith, Deputy Chief of Investigations Michael Glenn, and Investigator Dreama Smith who is prosecuting this case. Attorney General Brown thanked the Office of Health Care Quality, Adult Protective Services, the Baltimore City Fire Marshal, and the Baltimore Police Department for their assistance with this investigation.
The Maryland Office of the Attorney General’s Medicaid Fraud and Vulnerable Victims Unit receives 75 percent of its funding from the U.S. Department of Health and Human Services under a grant award totaling $7,562,088 for Federal fiscal year (FY) 2027. The remaining 25 percent, totaling $2,520,696 for FY 2027, is funded by the State of Maryland.
