Salary: This position offers a salary range of $104,519 - $147,451, with potential for advancement up to $162,800 based on qualifications, equity, and hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $147,451.

DESCRIPTION: The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State's legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other statutorily assigned matters. As Maryland's 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness.
The OAG is seeking an experienced attorney to serve as Assistant Attorney General (AAG) for the Maryland Department of Housing and Community Development (DHCD). This is an exciting opportunity to provide legal counsel that directly supports Maryland's mission to expand affordable housing and strengthen communities statewide.
As the State's Housing Finance Agency, DHCD finances affordable single-family and multifamily housing and government infrastructure projects through tax-exempt and taxable bonds, federal low-income housing tax credits, and State appropriated funds. DHCD also administers programs and services that advance its vision of ensuring all Marylanders have the opportunity to live and prosper in affordable, desirable, and secure housing within thriving communities. The OAG serves as the primary legal advisor to DHCD, its bond-issuing entity, the Community Development Administration (CDA), and its loan insurance arm, the Maryland Housing Fund (MHF).
The Assistant Attorney General will join a collaborative team of 19 professionals, including 12 attorneys and 7 support staff. In this role, you will provide legal and transactional advice for DHCD's housing and business lending programs, with a primary focus on multifamily housing transactions funded through bonds, federal tax credits, and State resources. Responsibilities include reviewing, drafting, and negotiating documents for multifamily transactions and federal tax credit programs; advising DHCD on loan workouts, asset management, and loan insurance matters; and providing counsel on bond, real estate, and lending transactions. This position offers the opportunity to work on complex, high-impact projects that shape Maryland's housing landscape while collaborating with dedicated professionals in a mission-driven environment.
EXPERIENCE: The ideal candidate will have at least five years of legal experience involving commercial real estate transactions. Experience with government financing programs, bond financing, federal housing law, or low-income housing tax credits, as well as familiarity with real estate matters, property title issues, and secured transactions is strongly preferred. Membership in the Maryland Bar and admission or the ability to waive in is required.
