DESCRIPTION: The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State’s legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other statutorily assigned matters. As Maryland’s 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness.
The OAG is seeking a dedicated and experienced Assistant Attorney General (AAG) to join its team representing the Maryland Department of Human Services (DHS). This position offers a unique opportunity to engage in meaningful public service by protecting Maryland’s most vulnerable citizens and shaping policies that impact families statewide.
As an AAG, you will represent DHS, its local departments of social services, and their officials and employees in State and federal trial and appellate courts. Your work will span a diverse range of litigation, including Child in Need of Assistance (CINA) and Termination of Parental Rights (TPR) appeals before the Appellate Court of Maryland and the Supreme Court of Maryland; judicial review proceedings arising from administrative hearings; and cases under the Maryland Tort Claims Act and federal civil rights statutes. You will also handle matters involving the Public Information Act and provide legal advice on child welfare, adult services, and other critical programs. Additional responsibilities include reviewing and drafting legislation, regulations, and policies to support DHS’s mission.
DHS is Maryland’s executive agency for social services, public assistance, and child support programs. It oversees child welfare, foster care, adoption, adult protective services, and programs that promote family stability and self-sufficiency. DHS also administers SNAP, medical assistance eligibility, energy assistance, and workforce initiatives, ensuring essential services reach those who need them most.
The AAG will join a collaborative legal team comprised of the Principal Counsel, four Deputy Principal Counsels, 22 attorneys, four administrative professionals, and an office manager. This role is ideal for attorneys who thrive in a fast-paced environment, enjoy complex litigation, and want to make a tangible difference in the lives of Maryland residents.
EXPERIENCE: The ideal candidate for this role will have a minimum of four years of experience, including litigation experience, excellent research and writing skills, and a demonstrated ability to handle complex issues. Experience with family law matters is desired. Strong interpersonal and organizational skills, along with the ability to manage competing priorities in a fast-paced legal environment, are essential. Admission to the Maryland Bar, or ability to waive in, is required.
SUBMISSION: Any interested person should submit a resume with a cover letter explaining the candidate’s interest in the position, a writing sample and list of references via email to Ann Sheridan, Deputy Principal Counsel for Litigation at [email protected], with a copy to Claudia Holden, Office Administrator, at [email protected] by January 20, 2026. Please place “DHS Assistant Attorney General” in the subject line.
EMPLOYMENT BENEFITS: The successful candidate will be eligible for subsidized health benefits (medical, prescription, dental and vision coverage) and life insurance; leave, including annual (vacation), personal, sick, and paid parental leave; and will be eligible for participation in a contributory defined benefit pension plan in which they are vested after ten years. State employees are eligible to participate in two supplemental retirement plans: the 457 Deferred Compensation Plan and the 401(k) Savings and Investment Plan. The State also offers a free mass transit benefit for local bus and express bus services.
EQUAL OPPORTUNITY EMPLOYER: The OAG is an equal opportunity employer that encourages all interested persons to apply regardless of race, color, religion or belief, ancestry, national origin, age, marital status, sexual orientation, gender identity and/or expression, disability, pregnancy, family or parental status, veteran status, genetic information, or any protected category prohibited by local, state or federal laws.
COMMITMENT TO DIVERSITY, EQUITY, INCLUSION, AND BELONGING: The Office of the Attorney General views equity, diversity, inclusion, and belonging as the pathway to achieving professional excellence and fostering and maintaining a culture where every employee can thrive.
