Salary: This position offers a salary range of $104,519 - $147,451, with potential for advancement up to $162,800 based on qualifications, equity, and hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $147,451.

DESCRIPTION: The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State's legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other statutorily assigned matters. As Maryland's 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness.

The OAG, Maryland Department of Health (MDH), is seeking a motivated attorney to serve as an Assistant Attorney General representing the Maryland Office of Overdose Response (MOOR). MDH is a large, dynamic agency with a $21 billion budget in fiscal year 2026 and a workforce of over 10,000 dedicated professionals across the state. MDH's mission is to promote and improve the health and safety of all Marylanders through disease prevention, access to care, quality management, and community engagement.

Pursuant to Executive Order 01.01.2023.21, MOOR promotes collaboration across state and local agencies working to address overdose prevention and response in Maryland. MOOR coordinates the inter-agency process to identify the state's strategic priorities for preventing overdoses and advises and makes recommendations to the Governor on matters related to overdose. As part of its mission, MOOR administers a grant program to distribute funds to local jurisdictions from Maryland's Opioid Restitution Fund (ORF), established in 2019 to receive all monies awarded to the State of Maryland through prescription opioid-related legal action. MOOR also supports the Maryland Overdose Response Advisory Council and the Opioid Restitution Fund Advisory Council.

This position offers a unique opportunity to play a critical role in Maryland's ongoing efforts to combat the opioid epidemic and advance the health and safety of Marylanders. The attorney will engage in a variety of advice and representation responsibilities, including assisting in the drafting and review of grant documents and grant administration, supporting administration and enforcement of opioid-related settlement agreements funding the ORF, reviewing small procurements to support MOOR's operations, advising MOOR on data privacy and security matters, assisting MOOR to comply with third-party subpoenas and Public Information Act requests, and drafting and reviewing legislation, regulations, and policy directives. The attorney will also provide legal support for the Maryland Overdose Response Advisory Council and the ORF Advisory Council and committees. This position reports directly to a senior Assistant Attorney General who reports to the OAG-MDH Principal Counsel.

EXPERIENCE: The ideal candidate will have at least five years of legal experience, excellent research and writing skills, and experience representing a government agency. Strong oral and written communication skills with clients and external stakeholders are essential, as are interpersonal and organizational skills and the ability to manage competing priorities in a fast-paced legal environment. A proven background advising grant programs, public health or health law generally, contract and procurement law, and drafting legal documents such as legislation, regulations, policy directives, and memoranda is highly desirable. Admission to the Maryland Bar, or eligibility for admission by waiver, is required.
