Salary: This position offers a salary range of $104,519 - $147,451, with potential for advancement up to $162,800 based on qualifications, equity, and hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $147,451.

DESCRIPTION:  The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State's legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other statutorily assigned matters. As Maryland's 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness.

The OAG is seeking a motivated attorney committed to public service and eager to apply and expand their legal expertise as an Assistant Attorney General representing the Maryland Department of Health (MDH) in civil litigation. MDH's mission is to promote and improve the health and safety of all Marylanders through disease prevention, access to care, quality management, and community engagement. As one of the largest and most dynamic state agencies, with a $21 billion budget for fiscal year 2026 and a workforce of more than 10,000 employees, MDH is involved in a wide range of litigation, from tort matters to complex class action lawsuits.

The Assistant Attorney General will represent MDH in civil litigation in both state and federal courts at the trial and appellate levels. This includes handling tort claims under the Maryland Tort Claims Act, 42 U.S.C. § 1983 claims involving MDH-operated facilities and programs, contract disputes, and employment-related claims under federal and state law, such as the Equal Pay Act, Title VII of the Civil Rights Act, and the Americans with Disabilities Act. Additional responsibilities include assisting MDH in responding to Equal Employment Opportunity Commission and Maryland Commission for Civil Rights charges, representing MDH in employee grievance appeals, and ensuring compliance with third-party subpoenas and Public Information Act requests.

Routine duties include drafting pleadings, motions, briefs, and discovery documents; attending court proceedings; and collaborating with other Assistant Attorneys General to develop and implement litigation strategies. This role manages all phases of litigation — from discovery and pre-trial motions to settlement negotiations and trial advocacy. The position reports directly to the Deputy Principal Counsel for Litigation and is part of a collaborative team of three attorneys handling diverse litigation matters on behalf of MDH.

EXPERIENCE: The ideal candidate will have at least five years of experience, excellent research and writing skills, and experience litigating in administrative and judicial forums.  The ability to communicate effectively orally and in writing with clients and external stakeholders is essential.  Strong interpersonal and organizational skills, along with the ability to manage competing priorities in a fast-paced legal environment, are also essential.  The ability to independently handle all phases of litigation is highly desirable. A background in health law, tort law, and/or employment law is helpful.  Admission to the Maryland Bar, or the ability to waive in, is required.
