Salary: This position offers a salary range of $111,484 - $157,391, with potential for advancement up to $173,775 based on qualifications, equity, and hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $157,391.

DESCRIPTION:  The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State’s legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other statutorily assigned matters. As Maryland’s 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness. 

The OAG is seeking a highly motivated and experienced attorney to serve as a Senior Counsel to the Department of Social and Economic Mobility (DoSEM), a newly established agency charged with advancing equitable access to opportunity and improving economic outcomes for small businesses in Maryland. DoSEM is not a traditional service agency; it is a catalyst for systemic change. Its work focuses on outcomes such as access to business opportunities, wealth building, and policy reforms that expand long term prosperity. The department will benchmark best practices, advise agencies, and independently assess performance to deliver better, data-informed results statewide.  

The Senior Counsel will provide legal counsel and representation to the Department in a wide range of areas, with a focus on socioeconomic program implementation, procurement, human resources, civil rights, and related matters. This position plays a critical role in advising senior leadership, ensuring legal compliance, and supporting the Department’s mission through sound legal analysis and strategic guidance. 

The Senior Counsel will provide comprehensive legal counsel to the Department on a wide range of matters, including disparity studies, socioeconomic program implementation and certification, procurement, human resources, and civil rights. They will be responsible for drafting and reviewing contracts, interagency agreements, grants, and policies, as well as preparing statutorily required reports such as Title VI, MBE/DBE program reports, and EEO reports. 

This position requires conducting in-depth legal research and analysis to support the interpretation and application of relevant laws, regulations, and policies. The attorney will prepare formal legal opinions and briefing materials for senior leadership and will represent the Department in negotiations, mediations, arbitrations, administrative proceedings, and litigation related to socioeconomic programs and transactional matters. 

The attorney will also coordinate with legal counsel from other State and Federal agencies, the Central Office of the Maryland Office of the Attorney General, and other legal entities on litigation, appeals, and legal opinions. They will monitor and analyze legislative and regulatory developments at both the State and Federal levels and provide legal guidance on the potential risks of litigation associated with proposed policy initiatives, helping to develop strategies that mitigate those risks. 

In addition, the attorney will participate in the development of institutional policies, guidelines, and procedures, and will review procurement documents—including RFPs, IFBs, and contracts—for legal sufficiency. They will serve as a liaison to external legal and governmental bodies, including legislative committees and regulatory agencies, and will manage consultant contracts as needed. 

The attorney will also engage with members of the General Assembly and officials from external organizations on matters related to legislation, contracts, and policy implementation. They will be expected to assess legal compliance, recommend appropriate courses of action, and advise on litigation strategies, constitutional issues, and the legal implications of proposed legislation and policies. 

EXPERIENCE: The ideal candidate will bring at least six years of relevant legal experience. A strong background in administrative law, procurement, civil rights, human resources, or public sector legal work is highly desirable. The attorney should have demonstrated experience providing legal counsel to government agencies or similar entities, with a proven ability to interpret and apply complex laws, regulations, and policies. Applicants must be admitted to the Maryland Bar or eligible to waive in. Experience representing clients in administrative hearings, is highly desirable.
