BALTIMORE, MD – Today, Attorney General Anthony G. Brown announced his decision not to seek charges in the Monday, June 9, 2025, fatal police-involved shooting that occurred in Columbia, Howard County, Maryland.

On June 9, 2025, at approximately 7:26 p.m., officers with the Howard County Police Department (HCPD) responded to the area of Oakland Mills Road and Carters Lane in Columbia, Maryland in response to a 911 call reporting a stabbing. The caller identified himself as Micah Booker and stated that he had just stabbed his brother. Booker provided a description of himself, his location, and advised that he was armed with multiple items including a spear. Upon arrival, an HCPD officer encountered Booker holding a spear. The officer issued commands to Booker to drop the weapon. Booker did not comply and charged toward the officer while armed with the spear. The officer discharged his service weapon, striking Booker. Emergency medical services, who were already on scene, rendered aid. Booker was pronounced dead on scene.

The Attorney General’s Independent Investigations Division (IID) began investigating the fatal police-involved shooting on Monday, June 9, 2025, and concluded its investigation on January 2, 2026. After completing its investigation and evaluating all the available evidence, the Office of the Attorney General has determined that the subject officer did not commit a crime under Maryland law. Accordingly, the Attorney General has declined to prosecute the subject officer in this case.

A copy of the IID’s detailed investigative findings and analysis of relevant legal issues can be found in its declination report.
