The Open Meetings Compliance Board (OMCB) issues advisory opinions in response to written complaints about violations of the Act. The Compliance Board is an independent State entity, and its three members are appointed by the Governor.

Although the Compliance Board is not part of the Office of the Attorney General, the Office provides the Board with administrative staff and legal advice and also publishes its opinions and notices on the Office of Attorney General website. The Compliance Board has no office or budget of its own.

Policy of Proactive Disclosure Under the Public Information Act

The Open Meetings Compliance Board’s current policy of proactive disclosure, pursuant to § 4-104 of the General Provisions Article of the Maryland Annotated Code, is as follows:

The Compliance Board proactively discloses all its advisory opinions on a page of the Office of the Attorney General’s website. The Compliance Board also proactively discloses copies of the Compliance Board’s annual reports and the agendas and minutes of the Compliance Board’s meetings, all of which are available on a page of the Office of the Attorney General’s website.
