BALTIMORE, MD – Attorney General Anthony G. Brown today released an update to guidance previously issued by this Office in October 2025, entitled Guidance for Maryland Law Enforcement on the Requirements of Maryland Law when Working with Federal Law Enforcement Agencies. The update reflects Maryland laws enacted during the 2026 Legislative Session.
Among other topics, the update addresses:
• Senate Bill 1, which establishes identification and face-covering requirements for law enforcement officers and will take effect October 1, 2026.
• The Community Trust Act, which took effect in May 2026 and governs the use of State and local law enforcement resources for civil immigration enforcement.
The guidance is designed to help law enforcement agencies throughout the State understand and comply with their obligations under state law when interacting with federal agents. It applies to all state and local law enforcement agencies and was shared with those agencies today.
This is one of several guidance documents available on the Office's website, under Guidance on Rights and Protections under Maryland Law.
This announcement follows last month’s update to the Guidance Memorandum: Local Enforcement of Federal Immigration Law: Legal Guidance for Maryland State and Local Law Enforcement Officials, which focuses exclusively on immigration issues and discusses the requirements of the Community Trust Act in more depth.
